with a body consisting of some hundreds of men and would mean that it is impossible to dispense with the services of a member of the Police Force although he is known to the Captain Superinten -dent to be betraying the confidence paforred in hin, unless an offence can be legally proved before a Magistrate under Section
23 of the Ordinance.
In paragraph 13 of Stanton's petition he
says "If petitioner had corruptly betrayed his trust, the
punishment is reasonable and right, but as punishment for an act
of negligence, however great, it is, he submits grossly excessive

in view of (unblemished and meritorious service".
It is perfectly true that the real

nature of the offence few which the petitioners have been punish-
ed is that of corruptly betraying their trust that is they did
not report the existence of this gambling house because they
received pay from the keepers. Had they neglected to report the
house simply from want of activity and without any corrupt
motives the punishment meted out to them would undoubtedly be
excessive but if, as in my opinion is the case, they acted cor-
ruptly their long service aggravates rather than lessens their
offence. The petitioners appear to rely upon the statements made
